Curious about the strength of QR codes

Ok. So, a rookie can defeat a mega assuming the rookie has had more training. I'm assuming that holds true for QR codes too, yes? So, some QR codes generate digimon of the same stage but one significantly stronger than the other?

I keep losing to Gaomon QR codes despite curb stomping them the majority of the time. I read on a guide on this board that simply raising the letters of the first section of the code would produce the same weak Gaomon everytime, but there seems to be something I'm missing.

I can't use qr codes but I'm assuming it works like any other battle and if so the battle system is based off both luck and ap. Online if the opponent has hacked a 300k digimon and you battle it with a legit 200k digimon the 200k digimon still has roughly a 40% chance of winning. Someone correct me if I'm wrong maybe the forum I read was wrong.

There's always that small chance that anything will beat you. So if you're beating them left and right, every once in a while you will still lose.

As for power in actual number, I'm not sure.
