My suggestion is make new section like a fairplay for DU.
1) People will post here about the hackers and proof(picture.chat.etc.)
2) So our community wil know who the hackers
3) After post here,admin can help email to bulzipke for punishment.
4) Bulzipke will look serious for this thing cause we are from big community(proboards.DU)

Id theft and special digimon can be said hackers but the latter can be 50/50 they might have known the way to get it but have yet to inform othere or just wants to keep it to themselves. There is at one point that someone with eldoradimon was hack but in truth it wasnt as the jogress recipe was known.
As for training hack that one is near impossible to find out. It could be pure hard core training or indeed a hack but of course people wont admit it.

I suppose so but its up to the admins. Now it seems there rare digimon + training hack selling biz going on there, it seriously getting worse now. Like criminals ruling the streets coz there is no police to keep em in check.
