I've tried each number between 2 and 9 shakes twice. None of which gave a megahit. Any ideas, suggestions, etc.?

Yeah it may take more than 9, the 2-9 shakes is more of general rule of thumb. Anyway I think tsunomon is rookie yes? Train using classic in my opinion is more bang for your bucks at that stage.

He was in training level. But after the 4th time trying, I got a megahit with 9 shakes. It was inconsistent since then. Every other time or two id get a megahit with 9 shakes. He has since evolved, however, and Commandramon has had no simaler problems
